About the index
The Gaza Accountability Index records what each state has done regarding Gaza since 7 October 2023, on one scale and with the same rules for every country. Every point comes from a dated act backed by an archived document. The number describes conduct; it is not a legal finding.
Standpoint
The project's standpoint, as written in its specification of 26 September 2026:
The About page states openly that the project was started by someone who believes the response of most governments has been inadequate. The credibility claim is not neutrality; it is that the method is published, versioned and reproducible, so that belief cannot leak into the numbers.
Who maintains it
The index is maintained by Mohamed Zouad, who started it and signs it. Events are researched and drafted in sessions of Claude Code, an AI assistant, run by the author with the published sources protocol. Every draft is read a second time, independently, against its archived text, and the verdict of that reading is recorded before review. The dataset is a set of files in a public repository: each change is a pull request, and the history of every event, correction and reply stays visible there.
Reviewers
Reviewers: none yet. Two or three external reviewers, at least one in international law and one with experience of arms-trade data, are to review the indicator table and the thresholds before scores are displayed. Their names and a one-line disclosure of their affiliations will be listed here.
Independence and funding
The index takes no funding from any government, and none from any other source: the site runs on a free hosting plan, and its code and data are in a public repository. If donations are ever accepted, each source and amount will be listed on this page.
The site sets no cookies and loads no script, font or image from another site.
Countries not scored
The index scores 193 entities: the member states of the United Nations other than Israel, and the Holy See, a non-member observer state. Israel and Palestine are not scored. The scale measures the conduct of third states; Israel is a party to the conflict and Palestine is the affected party. The State of Palestine has been a non-member observer state of the United Nations since General Assembly resolution 67/19 of 29 November 2012. The methodology explains the choice.

Licences
The data and the methodology are published under the Creative Commons Attribution 4.0 licence (CC BY 4.0); the code under the MIT licence. The Data page gives the downloads, the API and the citation of the dataset.
Hand-over
The index may be handed over to a media organisation. The methodology would keep its own governance and reviewers, the authorship would stay signed, and this page would record the date of the hand-over and what changed. The corrections and replies stay in the public history.
